From 1 January 2025, an important change is being introduced, namely: the supplement ban for patients entitled to increased reimbursement (VT). This applies to ambulatory care, both in private practices and hospitals, without admission. The ban is introduced gradually and aims to make care more accessible and affordable for financially vulnerable patients. Below we give you an overview of the most important changes in chronological order, so that you are well prepared.

Steps of the introduction:

  • From 1 January 2025: The supplement ban comes into force for ambulatory care for patients who automatically qualify for increased reimbursement. This concerns, for example, patients with a living wage, an income guarantee for the elderly, and people with a disability. The ban applies to all doctors, both contracted and non-contracted, inside and outside the hospital environment.
  • Later in 2025: An evaluation of the financial impact of this ban will take place. This offers the opportunity to make any adjustments and to map out the consequences for doctors. The extension to other patient groups may also be addressed in this process.
  • Extension in 2026: The supplement ban may be further extended to all patients with an increased reimbursement status. The final decision on this will be taken during 2025.

What does this mean for you in concrete terms?

  • From January 2025, no fee supplements may be charged for patients with automatic increased reimbursement, not even as a non-contracted doctor. This applies to all types of ambulatory care.
  • Supplements should also not be included on the invoice.
  • If patients make special demands, it does remain possible to charge supplements.
  • It is important to stay informed of further developments, especially regarding the extension to other patient groups from 2026.
